Fox Lake Local Area Plan Information Gathering Session

The Fox Lake Local Area Plan will guide future land use and development in the planning area that is compatible with existing land uses and activities and is aligned with residents’ values. A steering committee as appointed by Yukon Government (YG), the Ta’an Kwäch’än Council (TKC), and the Kwanlin Dün First Nation (KDFN) are undertaking this joint planning process. The Fox Lake Area Plan will apply to privately owned, public, and TKC Settlement land within the planning area. YG will then develop and pass Area Development Regulations (Zoning) to implement this Local Area Plan on the land that it manages.
The planning area is within TKC and KDFN traditional territory and overlaps with the traditional territory of the Little Salmon/Carmacks First Nation (LSCFN), and Champagne and Aishihik First Nations (CAFN). The Fox Lake Area planning process will be carried out according to Section 26.1 of the Ta’an Kwäch’än Self-Government Agreement and Section 30 of the Kwanlin Dün First Nation Self-Government Agreement.

A Sacred Fire will be lit at 6:30 am followed by a live broadcast of the Official Truth and Reconciliation Commission (TRC) Final Report on Indian Residential Schools starting at 8:00

Ta’an Kwäch’än Election 2015
An election will be held Monday, October 19, 2015
for one (1) Chief and one (1) Deputy Chief
of the Ta’an Kwäch’än Council
Who can Vote?
Ta’an Kwäch’än citizens over the age of 16 are eligible to vote.
Your name must appear on the Voters List, which will be posted at the Ta’an Kwäch’än Administration Office and the Ta’an Kwach’an Elections Office
Citizens are responsible to ensure their name appears on the Voters List.
Who can run for office?
A candidate for Chief or Deputy Chief must:
Be a Ta’an Kwäch’än citizen;
Be 18 years of age or older;
Have resided in the Yukon for a period of 6 months prior to the date of the election;
Not have been convicted of an indictable offence or the offence of theft, fraud or false pretenses.

A candidate for Chief must also be a direct descended of a Traditional Family or obtain and attach the family consent letter in accordance with Section 33 of the Elections Act.
One of the requirements of running for either position is to provide proof of a clear criminal record by way of a current RCMP criminal records check. If you are thinking about running it would be best to submit your criminal record check form to the RCMP right away.
Who will oversee the election?
The Ta’an Kwäch’än Council appointed an Elections Committee in accordance with the laws and constitution of the Ta’an Kwäch’än Council. The Elections Committee consists of: Fred Koe, Chair of the Elections Committee; Candice Menzi, Member of the Elections Committee and Edward Duru, Member of the Elections Committee.
The Chief Returning Officer was selected by the Elections Committee to be Norman Eady. He will working with the election committee to ensure a fair election per the Ta’an Elections Act.
Call for Nominations
To ensure candidates meet the requirements of the Ta’an Kwäch’än Elections Act candidates for Chief and Deputy Chief are required to file a nomination form with the Chief Returning Officer before the close of nominations date and time noted below:
Nominations open Thursday, August 20, 2015.
Nominations close on Friday, September 4, 2015 at 4PM.

Salmon release set for July 13, 2014
The Ta’an Kwäch’än Council salmon fry release will take place this Sunday, July 13 at the Fox Creek Bridge.
The Fox Creek restoration project is a main focus of the community stewardship program. Since 2007, the project has employed two stewards on a seasonal basis. The community stewards monitor and assess salmon activity in several tributaries along the Yukon River within the Ta’an Kwäch’än traditional territory.
Last September for the first time, two Chinook Salmon spawners returned to Fox Creek. The fish who returned to the creek, which also contains wild salmon stocks provided TKC with the acknowledgment that the project is successful, affirming the expectation that 6 year-old spawners will return this year.
“Salmon have long been a mainstay of the Ta’an Kwäch’än people as Fox Creek lies in the heart of Ta’an Kwäch’än traditional territory. Poor returns of Chinook salmon in recent years emphasize the need for stock restoration projects such as this,” said Cora Lee Johns, Fish and Wildlife Steward.
The salmon survival percentage from fed fry release of 10,000, is anywhere from 35 to 350 fish. This year, 17,000 Chinook will be released into the creek. Fox Creek is a tributary to Lake Laberge, approximately 50 km north of Whitehorse. Past surveys indicate that the creek once supported a spawning population of Chinook salmon.
“As a Ta’an Kwäch’än citizen, I am passionate about protecting our land, the conservation of the Chinook salmon and the Yukon River Watershed,” said Johns.
In working toward the restoration of the Chinook, TKC is involved with a video geared towards youth, made from footage at TKC’s Culture Camp earlier that was shown in recent meetings in Alaska.
The Ta’an Kwäch’än Council began researching the feasibility of re-introducing Chinook salmon fry into Fox Creek in 2055, Field work was undertaken by TKC community stewards in preparation for stock restoration. In September 2008, eggs were collected and fertilized from adult Chinook salmon taken from the Whitehorse Rapids Fish Ladder. The fry were reared over the winter at the McIntyre Creek Incubation Facility.
TKC Welcomes Arctic Council Senior Officials to Whitehorse
WHITEHORSE – “I’m pleased that the Arctic Council chose the traditional territories of the Ta’an Kwäch’än Council along with the Kwanlin Dun to convene this meeting of the Senior Arctic Officials,” said Chief Kristina Kane. “It provides us with an opportunity to bring some issues to the attention of the nation states and permanent participants who comprise the Council.”
In her greetings to the Arctic Council Chief Kane touched on the need for Yukon and Yukon First Nations to be formally involved in the Pacific Salmon Treaty between Canada and the United States which sets out the regime for Chinook populations. “TKC harvest Chinook salmon as they pass through our traditional territories at the very end of their migration,” Chief Kane says “it is in our best interest to seek more involvement in the protection enhancement and management of that resource.”
She pointed to the recent success of the TKC Fox Creek Restoration Project which saw spawning Chinook returning to the creek for the first time in almost fifty years. She also mentioned the concerns of her citizens regarding the potential for fracking in the Yukon. “ The Ta’an people are deeply concerned that any fracking in the territory will have a devastating effect on our clean drinking water, the Council and Elders Council have both passed Resolutions for TKC to deny fracking on retained lands and to oppose any application for that type of activity within its traditional territories.”
Chief Kane also pointed out to the Senior Arctic Officials TKC support of the Yukon River Intertribal Watershed Council proposed basin wide watershed plan for the Yukon River which flows through Canada and the US both of which are members of the Arctic Council. “We believe we should work collectively to improve and protect the quality of Yukon River water.”
Culture Camp 2015
March 23th to 27th, 2015 at Helen’s Fish Camp
It’s that time of the year again, the Lands, Resources and Heritage department will be hosting a free Culture Camp for ages 8-15. As in the past, a wide range of cultural and educational activities will be available to participants.
All participants will be given a morning/afternoon snack and lunch. A schedule will be provided to parents/guardians in the morning on the first day of camp.
