Constitutional Review Committee CRC

Following the 2025 General Assembly (GA), the Constitutional amendment process could not be completed due to time constraints. In response, Council established the Constitution Review Committee (CRC) to continue this important work throughout the year and ensure Citizens have meaningful opportunities to participate before the 2026 General Assembly.

Using the appointments approved by the 2025 GA Resolution, Council created the Committee under the Government Administration Interpretation Act (GAIA). The Committee’s mandate is to review the proposed constitutional amendments, explore ways to improve the amendment process, and provide recommendations for consideration at the 2026 General Assembly.

Since beginning its work this fiscal year, the Committee has met four times to:

  • Review governance and constitutional topics;
  • Consult with legal counsel
  • Examine constitutional review processes used by other Nations; and
  • Develop a new Constitutional Amendment Proposal Intake Form as part of a pilot project to improve how amendment proposals are received and reviewed.

 

We encourage you to submit your proposed amendments using the New Intake Form Download Here and discuss your ideas with your Family Representative before the upcoming Family Meetings. The Committee has discussed the need to gather community input and is set to move to a series of Family Meetings. These meetings will be held from 5pm to 8pm at 311 Ray Street in person and online to allow for participation by all those who live near and far.

The feedback from the family meetings will help us prepare a comprehensive report for the 2026 General Assembly. Following the Family Meetings, the Committee will meet on August 12th 2026 to review the feedback and begin preparing its report for the 2026 If you have questions, please contact your Family Representative, your Councillor, or the Governance Department.
